In this sense this work hast the pretension to go beyond the concrete case that it examines, the Peruvian case, to extract general conclusion of this experience.El objetivo de este trabajo es utilizar el caso peruano para ilustrar algunos problemas prácticos que plantean las políticas redistributivas. Primero, ¿cuál puede ser la efectividad de una redistribución del ingreso para aumentar los ingresos de los cuartiles pobres de la población? ¿Tenemos que abandonar toda idea de redistribución, porque hacerlo sería poco efectivo; sería sólo "redistribuir pobreza"? Segundo, ¿cuál es la posibilidad técnica de llegar a los pobres?
