It is a basic type study, with a descriptive, quantitative, correlational and cross-sectional design., with a sample of 376 residents of the areas of greatest risk and 28 managers of the municipality. Two fifteen-item questionnaires for each variable were used as instruments, their reliability is good and they were validated using Cronbach's Alpha coefficient (α = 0.761 and α = 0.767, respectively). As a result of the survey, it was obtained that 43% of the municipal officials affirm that there is never a relationship between the two variables, however, the hypothesis test concludes that there is a relationship between them (X2=0.045 Pearson correlation). A conceptual model is proposed to improve programming, budget formulation and integrated and articulated interventions between variables.La investigación tuvo como objetivo analizar la relación del Programa Presupuestal 068 y la Gestión Reactiva en la Municipalidad Provincial de Tumbes en el año 2021. Es un estudio del tipo básico, con un diseño descriptivo, cuantitativo, correlacional y transversal, con una muestra de 376 pobladores de las áreas de mayor riesgo y 28 funcionarios directivos de la municipalidad. Se utilizó como instrumento dos cuestionarios de quince ítems para cada variable, su confiabilidad es buena y fueron validados mediante el coeficiente Alfa de Cronbach (α=0.761 y α=0.767 respectivamente). Como resultado de la encuesta, se obtuvo que el 43% de los funcionarios de la municipalidad afirman que nunca hay relación entre las dos variables, sin embargo, la prueba de hipótesis concluye que existe relación entre ellas (X2=0.045 correlación Pearson).
