En 1952, en el Congreso de Estados Unidos, se debatió y rechazó un derecho a la importación de atún enlatado, hecho que provocó una reacción del Estado peruano que recibió apoyo del Departamento de Estado y de las corporaciones americanas activas en el Perú.
