However, PHES application in Peru, firstly, does not warrant that the supposed benefits are really obtained, since no adequate monitoring has been carried out. And, secondly, the Peruvian experience clearly shows that PHES is not a market mechanism, as the conceptual foundations pretend, but in practice requires strong support from the government. In addition, it is observed that revenue collection is poor enough as not to become sufficient to induce the required behavioral change. On the contrary, implementation of this mechanism is costly and no cost-benefit analysis has been done to ensure that the high costs involved are justified with the benefits gained.El Pago por Servicios Ecosistémicos Hidrológicos – PSEH se difunde como un mecanismo de mercado en el que dos partes se ponen de acuerdo voluntariamente, una para reconocer la provisión de un servicio ecosistémico y pagar por éste, y la otra para recibir el pago comprometiéndose a conservar la provisión de dicho servicio. Se sostiene que los PSEH son efectivos en ayudar a conservar la cobertura de bosques en las cuencas altas, lo que garantizaría el servicio ecosistémico de aumentar la disponibilidad de agua y de reducir la carga de sedimentos en el agua, en las cuencas bajas. Sin embargo, en primer lugar, las evaluaciones de su aplicación en el Perú no sustentan que los beneficios ofrecidos se obtengan realmente, ya que no se ha realizado un monitoreo adecuado de los resultados. En segundo lugar, los casos de Perú evidencian que el PSEH no es un mecanismo de mercado, como se pretende sostener conceptualmente, y en la práctica requiere intenso apoyo desde el Estado. Adicionalmente, se observa que las recaudaciones no son significativas como para incentivar el cambio de conductas necesario.
