Sumario:English has established as the universal dominant language and, therefore, for proper integration into the today’s world and the knowledge it possesses, it is essential for a person to acquire it. In Peru, the level of English language proficiency of graduates of Regular Basic Education is at a basic level despite the hundreds of hours that the state teaches it as a subject in its curriculum. Therefore, this research seeks to find the causes of low English language proficiency in Peruvian students of Regular Basic Education. To do this, it analyzes the methodology for teaching English proposed by the Ministry of Education to school teachers, as well as a brief analysis of the application of the communicative approach to establish the competencies with which the achievement of students is measured. It also analyzes and compares state policies for the promotion of the English language with international standards and with the private sector. The study determines that the state has failed to give due importance to the subject of English, nor has it found ways to promote specialization.
