The methodology is based both on quantitative and qualitative aspects and uses documental and content analysis as tools. The research shows how the planning on the municipal level and on the federal level are at variance with each other, evidencing that the decentralization has not been achieving the expected results regarding the autonomy given to the municipalities on the local educational management. This is due to the strong centralization exerted by the Union on the implementation of the educational policies through financial control over the resources directed first to the programs and projects on a federal scale.El objetivo de este estudio es comprender el proceso de descentralización de las políticas educacionales en la gestión municipal, con el propósito de identificar la autonomía de la municipalidad dentro de la elaboración e implementación del Plan de Acción Conjunto (PAR) en cuatro lugares distintos del estado de Mato Grosso do Sul entre los años 2007 y 2010, apoyado en la parte técnica y financiera por la Unión. Esta metodología se basa en los aspectos cuantitativos y cualitativos, y usa herramientas de análisis documental y de contenido. Esta investigación muestra cómo la planificación del nivel municipal y del nivel federal están en discrepancia, lo cual demuestra que la descentralización no ha logrado los resultados esperados en relación con la autonomía otorgada a las municipalidades en la gestión educacional local.
