Sumario:The article analyzes disaster risk management in vulnerable areas of the Rímac district in Lima, to assess the inclusion of child and adolescent social protection into the plans and actions of the local government, public institutions, and social organizations. This study aligns with Sustainable Development Goals 11 and 16. It highlights the absence of inclusive public policies and preventive–promotional strategies that contribute to strengthening community resilience and ensuring the rights of this vulnerable group in the face of natural disasters. This is a qualitative study developed in two stages: the first involved community leaders, adolescents, and local residents, while the second included leaders, neighbors, and officials from public institutions and the local government. The study revealed a concerning omission: neither the existing regulations, corrective and reactive management instruments, nor the implementation of plans by the local government, education, or health sectors include protection measures for children and adolescents. This shortfall limits coordinated efforts to prevent and reduce disaster risk. Moreover, educational institutions conduct response activities for seismic events through earthquake drills and report the high-risk conditions of their infrastructure; however, paradoxically, the education sector does not prioritize the reconstruction, rehabilitation or relocation of schools. This omission poses a constant threat to school-aged children and adolescents. Keywords: Social protection, risk management, vulnerability
