Sumario:Although the municipal level is the most well-known local level in Mexico, the delegations and mayoralties are other minor administrative units that assist the municipalities in the provision of public services. These smaller units are headed by mayors, delegates or subdelegates, elected by direct vote of the residents and, however, the process that leads them to public office is scarcely known, as well as the conditions in which they fulfill their functions. This article explores the case of three mayors' offices in the municipality of Othón P. Blanco, Quintana Roo and argues that at the subnational level there is an underlying democratic deficit expressed in the electoral process, the functions performed by representatives to promote human development.
