This article proposes a tool to assess the cognitive media literacy competence of young people aged 18 to 25 in the face of risks on social networks. It evaluates aspects such as knowledge of digital risks, the relationship of social networks with counter-values, and behaviors related to the consumption of risky content. The validation of the tool through the Delphi method and the application of a pilot test with over three hundred people demonstrate its effectiveness in assessing the media literacy aspects required for appropriate digital citizenship in the face of the current context’s dangers.La ciudadanía digital requiere que la población tenga competencias que le permitan navegar de forma segura, saludable y beneficiosa, tomando en cuenta que está continuamente expuesta a peligros en su entorno virtual. El presente artículo presenta una propuesta de herramienta para la evaluación de la competencia mediática cognitiva de jóvenes de 18 a 25 años, frente a los riesgos de redes sociales. Se evalúan aspectos como el conocimiento de los riesgos digitales, la relación de las redes sociales con contravalores y los comportamientos de consumo de contenidos riesgosos. La validación de la herramienta con método Delphi y con la aplicación de una prueba piloto con más de trescientas personas, da muestra de su efectividad para evaluar los aspectos de competencia mediática requeridos para una ciudadanía digital apropiada frente a los peligros del contexto actual.A cidadania digital exige que a população tenha competências que lhe permitam navegar de forma segura, saudável e benéfica, considerando que está continuamente exposta a perigos no seu ambiente virtual. Este artigo apresenta uma proposta de instrumento para avaliar a competência midiática cognitiva de jovens entre 18 e 25 anos diante os perigos nas redes sociais, avaliando aspectos como o conhecimento dos riscos digitais, a relação das redes sociais com os contravalores e o comportamento de consumo de conteúdos de risco. A validação do instrumento com o método Delphi e a aplicação de um teste-piloto com mais de trezentas pessoas demonstram a sua eficácia na avaliação dos aspectos da competência midiática necessários para uma cidadania digital adequada diante dos perigos do contexto atual.
