Roughly speaking, it can be stated that parents are very skeptical about teaching in the mother tongue, advancing arguments such as "we already know our language, why teach it; but we have to learn Spanish". Teachers somewhat share this point of view, with the difference that they reject teaching in the mother tongue because "it is not a language, just a dialect without writing".En el departamento de Puno, de igual modo que en otras regiones andinas donde se han adelantado experiencias parecidas, nos encontramos con un fenómeno a primera vista sorprendente cuando analizamos las opiniones acerca de la educación bilingüe por parte de los diferentes grupos involucrados. A "grosso modo" se puede afirmar que los padres de familia son muy escépticos frente a la enseñanza en la lengua materna, adelantando argumentos como "ya sabemos nuestra lengua, para qué enseñarla; pero tenemos que parender castellano".
