Already during the twenty-eighth WHO Assembly in 1975, the urgent need for new approaches to health care for all and for all, from an individualized and medicalized approach to a social approach, with profound respect for human rights, was identified. . The phrase 'Health for All in the Year 2000' was coined.Han pasado cuatro décadas desde que la Organización Mundial de la Salud (OMS) llevara a cabo la reunión de salud más trascendente con las naciones del mundo, la Atención Primaria de la Salud, con el propósito de cambiar el paradigma en el cuidado de la salud. Ya durante la 28° Asamblea de la OMS en 1975 se precisó la urgente necesidad de nuevos enfoques en el cuidado de la salud para todos y por todos, pasando de un enfoque individual y medicalizado a un enfoque social, con profundo respeto por los derechos humanos.
