Sumario:It analyzes whether the measures adopted by Peru to face the emergency COVID19 observe international human rights standards and principles contained in the Guide on the use of force by police personnel in times emergency COVID-19 adopted by the United Nations Special Rapporteur on extrajudicial, summary or arbitrary executions: States of emergency are exceptional and of limited duration, the right to life is non-derogable, the measures of law enforcement should be guided by the principles of legality, necessity,proportionality, precaution and non-discrimination, emergency measures do not should increase the risk of vulnerable groups, and the police should operate under the principles of discussion, instruction, consultation and community participation, in attention because such contexts have historically led to an increase in violence by of the State, mainly against vulnerable people and communities by the officials in charge of its application.
