Sumario:Currently, the evolution and recognition of the protection of fundamental rights has increased to a universality of social understanding, thus, the responsibility to protect (RoP) a relatively new category of international law (2005) has had a great development due to Of the different questions to its "content", whether it is formally recognized by the United Nations (UN) or the "content" developed by the doctrine as a complement to the recognized, these questions are mainly based on the change inthe understanding of sovereignty and the principle of non-intervention, the conflict of preference between order and justice in the ROP and the controversy of whether the UN Security Council makes effective the necessary intervention of the use of force through some cases seen so far.
