description In this article the author shows the scenario of corporate social responsibility in the European framework and how it relates to the labor field. Each chapter will be supported in the analysis of the Spanish national regulations, the doctrine and the national and foreign specialized jurisprudence on the matter. So, in general, the author shows the synthesized evolution and the characteristics of it in the middle of a Spanish economic and social reality, with special emphasis on the labor relations. The role of public authorities and the sea as autonomous are also developed. And finally, it will be concluded by addressing the position of the social partners and their relationship with collective bargaining in Spain. First, the author explains the origins of the discussion of Spanish Social Responsibility and for that he comments on the reason for his late appearance, highlighting the role of the European Union for conceptual and instrumental support. As a result, the contribution of the Green Paper of the European Commission and in the field of social responsibility is mentioned. Likewise, the assembly of CSR in the international context that implies good business practices in the labor sector is highlighted. And internally, the sustainable link between the company and the local community that surrounds it is valued. Second, the performance of public authorities at the state level is highlighted. For example, the proposed Law on CSR by the Socialist Parliamentary Group. Second, the creation of the congressional subcommittee in which his work ended with the presentation of the White Book. Third, the workforce of the Expert Group of the Ministry of Labor and the publication of its Reports. Fourth, the legislative promotion of CSR, especially in Law 30/2007 on Contracts of the Public Sector and Law 3/2007. Organic for effective equality between men and women. All that is mentioned as part of the process of progressive integration of CSR in the Spanish country and as a last step is mentioned as the creation of the State Council of CSR by Royal Decree 221/2008 in which the following objectives are selected: promotion of the CSR and sustainability standards and from there it is established as an Observatory of CSR in Spain. The second issue to be developed in extensive on the performance of the autonomic powers. In this, the initiatives undertaken by the cities of Aragón, Andalucía and Rioja were made. Finally, about the social partners in general, have been the inter-confederal collective bargaining agreements. In conclusion, social responsibility is progressively incorporated into the scope of collective bargaining in Spain. Consequently, it is possible that CSR is an instrument of labor quality control of subcontracted companies.

Cada capítulo estará debidamente sustentado en el análisis de la normativa nacional española sobre la materia, así como en doctrina y jurisprudencia nacional y extranjera especializada. Así de manera general, el autor mostrara la evolución sintetizada y las características de la misma en medio de una realidad económica y social española, con especial énfasis en el aspecto laboral. También se desarrollará el papel de los poderes públicos ya sea estatales como autónomos. Y finalmente se concluirá abordando la posición de los interlocutores sociales y su relación con la negociación colectiva en España. En primer lugar, el autor explica los orígenes de la discusión de la Responsabilidad Social Española y para ello comentará el porqué de su tardía aparición resaltando el papel de la Unión Europea por el apoyo conceptual e instrumental. En consecuencia, se menciona en repetidas ocasiones al Libro Verde de la Comisión Europea y su aporte en el sentido de responsabilidad de las empresas en el ámbito social. También se destaca la articulación de la RSE con la dimensión interna que engloba las prácticas empresariales en el aspecto laboral y con la dimensión externa que implica el nexo entre las empresas con la comunidad local que las rodea. En segundo lugar, se resalta la actuación de los poderes públicos a nivel estatal. Por ejemplo, la proposición de Ley sobre RSE por parte del Grupo Parlamentario Socialista. Segundo, la creación de la subcomisión del congreso en la cual su trabajo concluyo con la presentación del Libro Blanco. Tercero, la labor del grupo de Expertos del Ministerio de Trabajo y la publicación de sus Informes. Cuarto, la promoción legislativa de la RSE sobre todo en la Ley 30/ 2007 de Contratos del Sector Público y la Ley 3/ 2007 Orgánica para la Igualdad efectiva entre hombres y mujeres. Todo lo mencionado es parte del proceso de progresiva integración de la RSE en el país español y como último avance se menciona la creación del Consejo Estatal de RSE mediante el Real Decreto 221 / 2008 en las que se resalta los siguientes objetivos: promocionar estándares de las memorias de RSE y de sostenibilidad y de ahí se constituye como Observatorio de la RSE en España. El segundo tema a desarrollar en extenso es sobre la actuación de los poderes autonómicos. En ello se mencionarán las iniciativas que emprendieron las ciudades de Aragón, Andalucía y Rioja. Finalmente, acerca de los interlocutores sociales se muestran cuáles han sido los acuerdos interconfederales de negociación colectiva. En conclusión, la responsabilidad social de manera progresiva se va incorporando en el ámbito de la negociación colectiva en España.
