Se analiza cómo este derecho, principalmente a través del cobro de peajes, es crucial para el equilibrio económico de los proyectos de concesión.Asimismo, el autor discute los problemas que surgen cuando el Estado vulnera el derecho de explotación, ya sea por decisiones políticas o legislativas.
