Based on this, we consider the specific context of Lima where it has been approved the Metropolitan Development Plan to 2040 y the Urban Development Plans are in the making, so as to state how it is possible to concretize the main objectives of the Urban Reform of 2021 through a zoning regulation – the normative element of the urban plans. With that in mind, we set the structure of a proposal of zoning regulation, including the principles, approaches, guidelines and criteria for interpretation; the division of the territory; zoning and compatibilities; urban and building parameters; and land value capture instruments.El artículo desarrolla la relación entre los conceptos de ordenamiento territorial y planificación urbana, para centrarse en las perspectivas futuras de este campo luego de la Reforma Urbana del 2021. En base a ello, toma en cuenta el contexto específico de Lima en donde ya se tiene aprobado el Plan de Desarrollo Metropolitano al 2040 y se encuentran en elaboración Planes de Desarrollo Urbano, para plantear la manera en que a través de un reglamento de zonificación – el elemento normativo de los planes – es posible concretar los principales objetivos de la Reforma Urbana del 2021.
