As a resurgent power, under Putin, she strives to attain a regional hegemony in the realm of Eurasia.Sostiene que el comportamiento internacional de Rusia en nuestros días puede entenderse revisando sus tendencias históricas. Encuentra que Rusia se convierte en potencia militar dominante en Europa en 1812 y con la Santa Alianza ensaya brevemente un liderazgo hegemónico, que incluye preeminencia en el campo de las ideas. Después de la guerra de Crimea y el Gran Juego, frente a Inglaterra, Rusia vuelve a buscar la hegemonía con la Revolución bolchevique y luego en la guerra fría.
