In this sense, the Magazine of Defense Science and Research has considered – in this issue – articles related to technology, social conflicts that affect governance and higher education.El planeamiento estratégico de la seguridad nacional involucra la armonización de los procesos normados en el reglamento del Decreto Legislativo N° 1129, Decreto Legislativo que regula el Sistema de Defensa Nacional, lo cual ha tenido dificultades en su proceso de implementación reflejando lo dicho por Carl Von Klausewitz, pues es necesario contemplar que el ambiente estratégico siempre estará afectado por la “niebla” y la “fricción” que la propia naturaleza humana –muchas veces– pone en evidencia; a lo cual se suma el avance de la modernidad que no debemos dejar de atender.
