Fomentar nuevas tecnologías para posibilitar un incremento en el acceso a Internet. Desarrollo de proyectos de Fitel permitirán un mayor uso y acceso a Internet en zonas rurales. NAP parte de la iniciativa privada. El gobierno propiciará la creación de un NAP o la conexión local de los ISP’s.
