Sin embargo, algunos empleadores interpretaron erróneamente que el Seguro reemplazaba sus obligaciones legales de brindar asistencia médica a todos los trabajadores, incluidos aquellos no afiliados, e intentaron suprimir esos servicios. El Gobierno corrigió esta situación mediante un decreto que reafirma que el Seguro no sustituye las leyes vigentes de protección laboral, evitando así el desamparo de sectores aún no cubiertos y reafirmando su compromiso de ampliar progresivamente la protección social sin disminuir las garantías existentes.
