Digital rights of vulnerable groups in Peru: a comprehensive analysis

The present research focuses on the sphere of Digital Rights, a crucially relevant topic in contemporary society, with special emphasis on how these rights are experienced and exercised by vulnerable groups in the Peruvian legal context. Adopting a rigorous methodological approach in the field of legal science, qualitative and quantitative methods were merged, including surveys, interviews and documentary analysis, to obtain a holistic understanding of the situation. The results highlight persistent challenges despite technological advances, such as gaps in access to online education, restrictions to citizen participation and data protection concerns. In addition, it identifies the existence of online discrimination and cyberbullying cases, which disproportionately impact vulnerable groups. This study underscores the imperative need to address these issues from a legal perspective to ensure equitable digital inclusion and the full exercise of Digital Rights in the Peruvian legal framework, thus providing a solid basis for the formulation of policies and legal actions aimed at promoting equal access and opportunities in the digital environment.
