The editorial committee of the High Andean Research Journal of the National University of the Altiplano of Puno (UNAP), will publish in this edition the speech given by Dr. Boris Epezua Salmón, Dean of the Faculty of Legal and Political Sciences, on the occasion of Celebrated the UNAP CLXII (162) years of creation. The committee wishes to highlight the years of trajectory of the UNAP in the construction of bridges of encounter between intelligence and reflection; teaching and learning; Investigation and debate of positions among others. All of them converge in the confrontation of ideas to identify problems and tend to contribute to their solution before imposing and submitting. The scenarios, referred in part, have been taken to external academic critics for evaluation in order to convert their positions into science if the evaluation was positive. El comité editor de la Revista de investigaciones altoandinas de la Universidad Nacional del Altiplano de Puno (UNAP), conviene publicar en ésta edición el discurso pronunciado por Dr. Boris Epezua Salmón Decano de la Facultad de Ciencias Jurídicas y Políticas con ocasión de haber celebrado la UNAP CLXII (162) años de creación.   El comité desea resaltar los años de trayectoria de la UNAP en tender puentes de encuentro entre la inteligencia y la reflexión; enseñanza y aprendizaje; investigación y debate de posturas entre otros. Todas ellas, confluyen en la confrontación de ideas para identificar problemas y tender a contribuir a la solución de los mismos antes que la imposición y el sometimiento. Los escenarios, referidos en parte han sido llevados a críticos académicos externos para su valoración para convertirse en ciencia sus posturas si la valoración fue positiva.
