Objetivo. Evaluar el cumplimiento de la reglamentación de las normas con rango de ley en materia de salud en el Perú, durante el periodo 2005-2021. Método. Estudio descriptivo-analítico, de tipo transversal. Se estudió el proceso reglamentario en materia de salud, incluyendo leyes y decretos legislativos y decretos de urgencia con disposición de reglamentación, publicados en el periodo 2005- 2021, mediante estadística descriptiva y análisis de probabilidad de reglamentación, a través del método de Kaplan-Meier, método actuarial y la prueba de Log Rank. Resultados. Se identificaron 95 normas con rango de ley en materia de salud con disposición de reglamentación. El 67.4% (64) de las normas estudiadas fueron reglamentadas. Objetivo: Analizar la producción científica latinoamericana sobre el financiamiento de los sistemas de salud en América Latina en el capitalismo contemporáneo en crisis. Método: Inicialmente, se realizó una revisión de la literatura sobre la salud en el capitalismo contemporáneo en crisis. Posteriormente, se realizó una revisión integrativa, a partir de la pregunta: ¿Cómo la literatura científica viene discutiendo el financiamiento de los sistemas de salud en América Latina en el capitalismo contemporáneo en crisis? Introduction. In Peru, public budget laws define the level and initial distribution of the health budget. Objective. To analyze the evolution of the level and initial distribution of the health budget in Peru in the period 2019-2024. Methods. Descriptive study. The budget of the Health function was analyzed by budget categories, budget programs, levels of government and departments, from 2019 to 2024, according to data from the Ministry of Economy and Finance. Results. Between 2019 and 2024, the budget for the Health function increased by 35%; while its share in the budget of the General Government increased from 10.8% to 12.2%, respectively. Financial protection in health is a commitment by states to ensure their citizens equitable access to quality health services, avoiding that health care out-of-pocket spending creates financial imbalances in households and exposes them to catastrophic or impoverishing expenditures. In South America, the health reforms of the last 40 years, conditioned by the political will of their rulers, promoted changes in the organization and financing of their health systems; however, these have been insufficient, as most systems continue to be segmented, fragmented and underfunded, preventing them from ensuring effective financial protection. Thus, the recommendations of the World Health Organization to increase public spending on health above 6% of gross domestic product and reduce out-of-pocket spending below 20% of total health expenditure continue to be ignored.
