In the course of the last three decades, the People’s Republic of China has been subject of a radical change regarding the implications of the geopolitical strategy related to its involvement in the United Nations peace missions. This paper appeals to the analysis of principles conforming to the Public International Law which have also influenced the international insertion approach by dint of the argentinian and brasilian foreign ministries conceived their contribution scheme to the United Nations peace missions.

Objective: The present work provides to contrast the gnoseological effectiveness of two paradigms devoted to the study of the causes of the determination of the sovereign payment cessation by a State: those that ascribe to a voluntarist thesis of a political nature and those that understand that such a process is due to deficiencies in the provision of information. Methods: Consequently, the postulates of various schools of political economy were appealed, with special emphasis on the analysis of the causal assumptions that explain the process of sovereign default. Results: According to the conclusions of this work, the models bound in a deterministic schematism in macroeconomic matters dependent only on the availability of sufficient information for the purposes of forecasting, accounting for and interpreting the causation of a sovereign default are epistemic and heuristically deficient...

Objetivo: El presente trabajo provee a contrastar la eficacia gnoseológica de dos paradigmas abocados al estudio de las causas de la determinación de la cesación de pagos soberanos por parte de un Estado: aquellos que adscriben a una tesis voluntarista de corte político y aquellos que entienden que un tal proceso obedece a deficiencias en la provisión de información. Métodos: A los efectos del mentado fin se apeló a los postulados de diversas escuelas de economía política, haciéndose especial hincapié en el análisis de los presupuestos causales que según las mismas explican el proceso de default soberano. En el decurso de las últimas tres décadas, la República Popular China ha sido sujeto de un cambio por demás radical en lo relativo a las implicancias de la estrategia geopolítica en virtud de la cual se desarrolla su participación en las misiones de paz de las Naciones Unidas. This paper attempts to demonstrate that the solution rendered by the International Tribunal for the Law of the Sea in the Southern Bluefin Tuna Case, although epistemically superior to the one that would have involved only considering the experts advising of each of the opposing parties dicta, would, in any case, prove to be sub-optimal. Indeed, such a forum, despite the provisions to that effect of the United Nations Convention on the Law of the Sea 289 article, would refrain from consulting and discussing with the experts the merits of the question submitted to its consideration. As a direct implication of such decision, the International Tribunal for the Law of the Sea could not have contributed to the knowledge, by the opposing parties, of the merits of their claims in a transcendental manner to the terms in which those parties raised, initially, their own claims.
