The so-called Assisted Human Reproduction Techniques (TERAS) constitute a true technological revolution that is being applied to human life and procreation. The so-called “miracles” of modern science have made it possible to solve one of the problems of greatest concern for the human being: infertility. In Peru, there is no specific regulation on these techniques, beyond what is established in Article 7 of the General Health Law; being that the use of TERAS, including the so-called “surrogate belly” are an increasingly frequent reality in our country. La Participación Ciudadana constituye un mecanismo de democracia directa que permite la gestión compartida del desarrollo sostenible y de la calidad de vida de la población. Es así que, la presente investigación tiene por objetivo determinar cuáles son los niveles de participación ciudadana que se presentan en el distrito de Santiago de Surco, de manera que sea posible identificar qué sectores de la población podrían verse ajenos a dicho proceso y plantear las recomendaciones que permitan una participación más activa y representativa de los distintos sectores sociales que existen en la localidad. Ello, con la finalidad de incrementar la eficacia de los mecanismos de democracia directa, con el consecuente impulso que ello genera al fortalecimiento de la sociedad civil y del Estado Social y Democrático de Derecho en nuestro país.
