Gestionar las competencias es un reto que las organizaciones públicas competitivas asumen para obtener óptimos indicadores de gestión. Por ello, esta investigación buscó Diseñar una propuesta de las Competencias del Saber Ser que contribuya a la construcción del liderazgo transformacional en los servidores públicos de la región de la región Lambayeque; en base a un estudio básico, no experimental, mixto, descriptivo-explicativo-predictivo-propositivo, transversal a 46,705 servidores estatales, cuya muestra fue de 381, a quienes se aplicó dos cuestionarios y a seis funcionarios públicos a quienes se les aplicó una guía de entrevista.
