En la amplia literatura existente sobre la Educación Secundaria (ES) en América Latina, un punto de coincidencia en los diagnósticos es que, al ser obligatoria en la mayor parte de países del continente, los cambios han ido mucho más allá de una extensión lineal de los años de escolaridad. En particular, se ha dado un cambio en los ideales de ciudadanía, de la manera de entender el Estado nación y su participación democrática. Que este cambio o ampliación de ideales no siempre sean explícitamente enunciados, no quiere decir que no estén presentes. En parte se puede entender que esta transformación de ideales cívicos haya quedado más bien implícita porque la escolaridad primaria (EP) estaba vinculada a ciertos requisitos mínimos y que en su momento estuvieron muy ligados al ejercicio del derecho al sufragio.
