This research aims to analyze South American diplomatic dynamics in the context of the preparations for the centennial celebration of the Battle of Ayacucho, between 1922 and 1924. It is argued that the Peruvian state pursued a strategy of cultural diplomacy to gain influence and foster goodwill with neighboring countries by leveraging the celebration of a continental commemoration. The ultimate goal of this maneuver was to secure international support for its foreign policy objectives, primarily centered on the dispute with Chile over the regions of Tacna and Arica. However, as a secondary point, it is argued that these regional dynamics were marked by persistent mistrust and tensions among South American countries, which undermined many of the cultural diplomatic convergence initiatives, prioritizing aspects aligned with a logic of political realism.

The objective of this article is to analyze the role that the Monroe Doctrine played in the process of interaction and rapprochement between Peru and the United States during the period between 1900 and 1930. During this period, Peru implemented various strategies to approach the United States. United, seeking their intervention in their border dispute with Chile. Thus, Peruvian diplomats projected the Monroe Doctrine in their imaginaries, rhetoric, and foreign policy formulations, evidencing the significant influence of this ideological framework on the dynamics between Peru and the United States in the Pan American System. Two stages are distinguished that outlined the trajectory between Peru and the United States: an initial phase of rapprochement and elucidation of the doctrine (1900-1922), followed by a second phase of convergence (1923-1930).

The growing confrontation between China and the United States has led the latter to adopt divisive rhetoric that pits the current liberal international order, driven by Western powers, against an alleged alternative model being developed by China, which is often labeled as revisionist. The present article examines the dynamics and the role played by the Peruvian Society of International Law (PSIL) in its early years within the diplomatic and legal context of the region. The hypothesis suggests that during this period, the SPDI was influenced by two interrelated dynamics: the rise of the United States as a regional hegemony and Peru’s efforts to find a solution to the Pacific problem and the return of Tacna and Arica. In this logic, the United States established different Societies of International Law as a mechanism of continental legal power, and Peru joined this trend through the PSIL, finding in American initiatives various coincidences with its own Peruvian objectives in legal matters, which could help solve its border problems with Chile between the years 1913-1928.
