In this article, the author develops the concept of Integrity as a fundamental aspect in the fight against corruption. Based on this, he develops the proposal for the construction of a National Integrity System with the objective of achieving a more active intervention by the State in strengthening its capacity to prevent corruption. In this sense, it defines the structure, elements and perspectives necessary for the construction of such a system, all based on a Public Integrity Model proposed by the author himself.

La descentralización en el Perú tiene como objetivo principal el desarrollo integral del país y representa además una oportunidad para mejorar los servicios que se brindan a la población.
