Mediante Ley N° 27688 de diciembre del 2002, se crea la Zona Franca Industrial y Zona Comercial de Tacna (ZOFRATACNA), sobre la base de dos leyes (ZOTAC y CETICOS) anteriores que normaban las operaciones económicas de la zona Comercial y del centro de trasformación industrial, destinada para la realización de actividades industriales, agroindustriales, de maquila y de servicios. La Zona Franca de Tacna, busca promover y desarrollar procesos de industrialización de bienes y de prestación de servicios, pero por otro lado también busca fomentar el aprendizaje, la profundización e investigación en los temas de comercio exterior, legislación aduanera, régimen franco, y la gestión logística, entre otros; con la finalidad contribuir al desarrollo socioeconómico sostenible del departamento de Tacna, a través de la promoción de la inversión y desarrollo tecnológico.
