The Strategic Research Plan (PEI) is an essential tool, which defines roles and sets of actions that any Academic Institution must carry out. One of the priorities for academic organizations and especially for universities, is the formation of human capital. That training must develop the research and innovation capabilities of its graduates, to create, generate ventures, transfer and apply new knowledge. Various techniques can be used to prepare the PEI; however, Quality Function Deployment (QFD) includes the voice of the customer and is very effective for developing a PEI. With the use of the QFD it was obtained: the lines of investigation, the processes of planning, design, monitoring and control based on the requirements of CONCYTEC (the voice of the client). This paper analyzes the production indicators for the period 2000-2020 of the Peruvian Institute of Nuclear Energy, an institution that researches and applies knowledge of ionizing radiation. The research institute published an average of one article per year between 1984 and 2000. During the period 2001 to 2006, some policies were applied. Staff salaries were tripled, allowing the incorporation of researchers with experience in scientific research. The number of publications increased from 01 in 2001 to 15 in 2007 as a result of intense work done in 2006. These policies were ignored in 2007 with a significant change in research productivity in years to come. A strategic plan for innovation is an essential tool for any academic institution. This disruptive strategic plan for innovation maximizes the value and benefits for public and private institutions using the logical framework and the house of quality. With the logical framework of action, the input data for planning is clear, the rest of the activities of the house of quality (product design, process design and process control) are direct. The house of quality is the most effective technique to understand and even quantify the value of proposals.
