This paper presents a methodological design that was used to get a better knowledge of "children living in the streets" and belonging to impoverishcd neighborhoods. The design and the procedure used are detailed, emphasizing innovative aspects and instruments to be used with children living outdoors.

This paper analyzes problems that children frorn low socio-econornic class experience. Some cornparinsons with other Latin American countries are made. The origin of the problems is related to the way society has been organized. Most of these problems are not new; what is new is the way in which they are expresseed and how we look at them. Thee analysis begins with differences between the traditional concept pf childhood versus considering the child as a developing human being. Problems typical of big cities and the current econornic rnodel, as well as some old problems like discrmination and children's work are reviewed. Some social policies are analyzed and ways to overcome problems and improve human society are proposed.
