Objetivo: Analizar en qué medida el Estado cumple con la responsabilidad de la reinserción laboral de la población ex - carcelaria, reconociendo la finalidad de la pena como instrumento de resocialización. This research aims to evaluate the level of prevention against the crime of extortion and its influence on citizen security in the city of Lima. The research is of an applied type, evaluative level and the design is non-experimental since the study variables were not manipulated. The population was made up of magistrates and citizens, the sample was represented by 10 Criminal Judges, 19 Criminal Prosecutors and 31 lawyers specialized in Criminal Law from the Judicial District of Lima; The technique applied was the survey and the instrument was the questionnaire, validated by experts in the area. Desde el 2011 hasta el 2015, la inseguridad y la delincuencia siguen siendo percibidas por la ciudadanía peruana como uno de los problemas más importantes del país, tal como lo continúan comprobando diversas encuestas de opinión. La encuesta de Lima Cómo Vamos del 2016 muestra que el 61,3% de la población de Lima Metropolitana considera la inseguridad como el principal problema que afecta su calidad de vida. La presente investigación tuvo como objetivo evaluar el nivel de prevención ante el delito de extorsión y su influencia en la seguridad ciudadana en la ciudad de Lima – 2016. La investigación es de tipo aplicada, nivel evaluativo y el diseño es no experimental ya que no se manipularon las variables de estudio.
