The Political Constitution of Peru in its article 61 regulates the duty of the State to facilitate and monitor free competition, combating those practices that limit it and the abusive exercise of monopolistic or dominant positions. En el contexto del Estado de Emergencia Nacional por el brote mundial del COVID-19, se dispuso una cuarentena obligatoria desde marzo hasta junio de 2020 en el Perú, la cual impidió la tramitación presencial de procedimientos administrativos y, asimismo, se dispuso la suspensión de cómputos en los procedimientos administrativos sujetos a plazo.Esta situación originó afectaciones en dichos procedimientos administrativos y al derecho de los administrados de obtener respuestas en plazos razonables, que es una de las manifestaciones del debido procedimiento administrativo. Sin embargo, se trata de una problemática que pudo ser evitada si se tuviese implementado un sólido Gobierno Electrónico, entendido en todos sus niveles de relacionamiento.

El presente trabajo de investigación analiza alternativas de viabilidad del proyecto, desde el punto de vista de la oferta y demanda del transporte de gas natural hacia el sur del país, a efectos de determinar justamente si debería reconsiderarse dicho mecanismo. La importancia de dar respuesta a esta pregunta consiste en que este mecanismo puede ser vital y determinante para viabilizar el proyecto en caso la demanda actual no sea suficiente.
