Dirigiéndose a fundamentar el diseño de estrategias para instaurar una Cultura de Paz en las relaciones entre el Perú y sus países vecinos, se realizó una investigación con 409 estudiantes de Educación (159 de una universidad privada y 250 de una pública). Through the administration of a tests battery, 35 adolescents with an I.Q. above average were identified. They were all high schools students enrolled in public and private schools, from the City of Tacna. The goal of the study was to promote activities for the identification of talented youngsters that could be stimulated in a proper way in the Region of Tama. Once the identification was made, they were invited with theirparentes, school principals and local authorities to participate in workshops in which the importance of supporting the talented was discussed.

After acknowledging that corruption is a very acute problem in the public administration in underdeveloped countries, the author analyzes its forms and causes.

Aiming at grounding the design of a Peace Culture strategy for the relationships among Peru and its bordering countries, a research was developed in 409 Education students: 159 from a private and 250 from a public university. In order to help establish a Peace Culture in the Peruvian – Chilean border of Tacna - Arica, we propose the implementation of a psychopolitical binational education strategy for peace that will contribute to strengthen the relationship of cooperation between both countries with a view of constructing a future agenda within the framework of the regional integration challenges in the Pacific Alliance.
