This article seeks to show the internationalization process and the implementation of sustainability practices as manifestations of colonialism in the Latin American context which are not adjusted to their local realities. The need to address these concepts from a local perspective that takes into account the uniqueness of the organization's problems from the Latin American reality is highlighted. Thus, internationalization can be conceived in a way that promotes sustainable regional development of the so-called southern countries and reduces the dependency relationship with the northern hegemony, for which it is necessary to create theories that take into account the particularities of the periphery companies and highlight their differences with those belonging to the great and traditional world powers

El objetivo general del trabajo es el análisis crítico de la concesión para la construcción, conservación y explotación del tramo vial Nuevo Mocupe-Cayaltí-Oyotún, toda vez que el diseño de dicha concesión pertenece al desactivado Programa Costa-Sierra que busca atender la demanda de conectividad de pequeñas ciudades de diez departamentos de la costa peruana. Este análisis busca brindar recomendaciones para evaluar la pertinencia de iniciar o continuar con programas similares. En consecuencia, se analizan los principales problemas regulatorios identificados en la concesión que comprenden el aumento del costo del proyecto en los estudios definitivos de ingeniería respecto de la proyección referencial, la demora en la definición y entrega del terreno para construcción de la unidad de peaje y los vacíos en las cláusulas contractuales.
