The public space has recently become the protagonist of urban transformations, especially because it expresses the complexities of globalization. Therefore, urban agglomerates are currently contesting leadership spaces of different natures (financial, cultural, etc.). This situation turns cities and their governments into fertile ground to promote changes and also into scenarios in which all social contradictions are expressed. The present article analyzes the urban policies deployed by two districts of Metropolitan Lima: El Agustino and San Isidro. The districts to be studied were chosen by virtue of their different income levels: while San Isidro is one of the districts of Lima with the highest income, El Agustino is considered as a low-income district. This article analyzes the differences in the design and implementation of electronic personal surveillance (EPS) policies in Peru and Colombia, from their first attempts in 2007 to date. Using a comparative political analysis approach, it explores the factors that explain the gap in outcomes, despite the adoption of similar policies. The article uses the theory of policy transfer as a differentiating element: Colombia implemented its policy progressively, relying on pilot projects and making adjustments to the original design according to the results. Peru, on the other hand, in trying to replicate Colombia's initial success, opted for a national implementation without pilot stages, which resulted in a much more limited impact. This process of design by replication of Colombian legislation and direct implementation would have made it difficult for Peru to address the future obstacles of ...

Buscamos responder a la pregunta sobre cómo funciona el método de elección de “delegados penitenciarios” en Lurigancho, el penal más antiguo de Perú. Nos interesa explicar aquellas prácticas que en espacios como este emergen en clave de democracia procedimental y que no son solo coyunturales o atípicas. La investigación explora las interacciones políticas y formas de representación y aporta así evidencia actual sobre su funcionamiento interno. Los resultados muestran que la reforma electoral penitenciaria agenciada por los propios internos favorece la fiscalización interna y ha permitido disminuir la violencia existente en años anteriores.
