This article seeks to identify the rights of Peru over Arica according to the Lima Treaty of 1929. In this international agreement, Peruvian rights are recognized over the pier and its use, the building for the Peruvian customs agency, the terminal station of the railway to Tacna and the free transit right. All of them constitute a potentiality that can be exploited economically and commercially for the benefit of the Macro-South Region of Peru and national interests

Se trata en este artículo de mostrar cómo se vinculan el Derecho Internacional Humanitario y el Derecho internacional de los Derechos Humanos, primero en el plano histórico, y luego en el hermenéutico, es decir, en el de interpretación de sus respectivas disposiciones, a la luz de uno de los principios básicos que rigen las relaciones en el marco del Derecho Internacional: el principio de no reciprocidad en los tratados internacionales de protección de los derechos de la persona humana.

Hence, it explores the background of the legislation on incentives for returned migrants, as well as the scope and amendments of Law 30001. It also provides recommendations aimed at improving the National Migration Policy, whose approach should encourage the return of human talent residing abroad.

The objective of this paper is to identify the public international law as an instrument for the design, conduct and monitoring of actions with international impact of the nascent Peruvian republic. For this purpose, it will begin with the definition of the main categories under study such as international law, foreign policy, national objectives, among others. Next, a series of key historical events will be analyzed, such as: the break with Spain (from the declaration of independence and its legal value, to the “Treaty of Peace and Friendship” of 1879); the border delimitation process and its value for the protection of the national territory; and finally, the generation of economic alliances through the signing of commercial treaties that maintained and expanded Peru’s international projection in order to achieve recognition as an independent State in the international community....
