This article takes a tour from the beginning of the 20th century on the main epidemics that shook Peru. However, the emphasis falls on contextual analysis through the influence of the development paradigms that accompanied these decades. The journey begins by observing how diseases accelerated reforms in public health and sanitation, moving to a stage where the conception of health is aligned with the developmental model characterized by state intervention, which also marks the beginning of the Latin American urban phenomenon. After its depletion, dismantling and under the belief in open and competitive markets as an optimal development mechanism, the inherited problems and inequalities of the previous period become more acute. Las ciudades de Arica y Tacna guardan continuidad de relaciones de intercambio visibles en la evolución de flujos de cruce en el control de la frontera chileno-peruana. Se parte reconociendo una espacialidad transfronteriza que se configura por este despliegue de prácticas. La investigación adopta como su principal base teórica a la triada de la producción del espacio de Lefebvre y la distinción que realiza entre el dominio y apropiación espacial para comprender cómo intervienen estos procesos en el caso de estudio. Una particularidad de las ciudades Arica, al norte de Chile, y Tacna, al sur del Perú, es su evolución histórica en relación al proceso de transformación de la fronteras latinoamericanas. Ambas pertenecieron a territorio peruano antes de protagonizar la guerra del Pacífico (1979-1883), conflicto que determinó su delimitación actual en 1929. Asimismo, se tiene registro que este suceso ha permeado la evolución de la relación bilateral entre Perú y Chile. No obstante, el presente artículo busca aproximarse a comprender su repercusión a escala urbana por medio del imaginario de nación y las iniciativas estatales por materializarlo durante el periodo de 1929 hasta 2019. This article analyzes the perceived discrimination discourse of peruvian women merchants of second-use clothing and footwear on the peruvian-chilean border. The activity they carry out is part of the small-value trade protected by a special border regime of the 1929 treaty, but today, after subsequent legislative processes, it is an informal, illegal and criminalized practice in Tacna (Peru). Based on the analysis of local newspaper reports (from 1980 to 2010) regarding three popular festivals associated with the cultural practices of Andean migrants in Tacna (Peru), this article identifies and characterizes the social representation of this social actor in the discourse disseminated by the local press during that period regarding the festivals of Las Cruces, the Virgin of Copacabana, and Carnival. A process of stigmatization is observed around religiosity, hygiene, and urbanity that collide with the hegemonic representation of the cultural practices of the «Tacneño» (inhabitant of Tacna), and a discourse of control over religious and festive practices, thereby constructing identity differentiation and promoting physical and symbolic exclusion from the cultural practices of Andean migrants.
