En la presente tesis materia de investigación, se plasma el análisis y el estudio de la efectividad y eficacia de los requisitos constitucionales que debe cumplir el ciudadano para poder asumir el cargo de congresista, y los posibles cambios que deberían existir o integrarse al precepto constitucional, para alcanzar el fin esperado al momento de legislar, debido a que las decisiones y actuaciones de nuestros parlamentarios han generado un descontento en la sociedad, es decir reprochando su función legislativa. o understand the local hydrodynamics of the hypersaline coastal lagoon San Quintín Bay Lagoon (SQBL), located in Northern Mexico, a bidimensional modelling was applied. The lagoon presents a complex bathymetry, so the mesh was locally refined in the main channels of the lagoon. It was used wind and the seven main harmonic constants of the tide to force the model. The calibration period took place during summer 2004. The results obtained for vertical integrated velocity and sea level elevation were compared with data from three Acoustic Doppler Current Profilers placed inside the lagoon, getting a satisfactory representation of the lagoon flow dynamics with errors of 4% in elevation and a 0.96 for the correlation coefficient R 2 , while for currents the averaged error was around 12% and a correlation coefficient of 0.7 R 2 . The Current of Brazil (CB) system is associated with the movement and generation of eddies associated with the current. And, to establish the main chain system o the Brazilian region, a region of enormous economic, biological and geopolitical importance for Brazil. The amount of current in Brazil is mainly inuenced by local training, bathymetry and baroclinic and barotropic instability. The calculation of the volumetric transport of the Brazil Current (CB) and the Intermediate Contour Current (CCI) at 23 ° S is performed in this work using data from reanalysis of the HYCOM-NCODA model. A historical leak series was analyzed using basic statistics and a wavelet transformation. The results of the wavelet spectrum show a well-marked annual cycle in CB and CCI. As well as the dierent variation patterns between CB and CCI, the latter found greater variability in the spectrum.
