Peruvian civil service has been characterized as an element of low capability of the Peruvian state for being immersed in normative disorder (plenty of labor regimes) and for its non-existent planification. Thus, since 2008, a process of reforming the Peruvian civil service was started, said process has had as one of its main objectives to guarantee meritocratic access to public job positions of the Peruvian state. El uso de la revocatoria de mandato en el Perú es un fenómeno sorprendente; mediante esta se ha revocado a más de cinco mil autoridades subnacionales, lo que podría estar afectando la gobernabilidad subnacional. El objetivo de este artículo es identificar la combinación de factores que llevan a la activación de una revocatoria de mandato a alcaldes distritales. La contribución de este trabajo es doble. Por un lado, se identifica que existen cuatro diferentes combinaciones de factores que activan la revocatoria en el Perú. Asimismo, se analizan lo ocurrido en cada una de las dinámicas identificadas luego de un cambio normativo que, entre otras reformas, eliminó la posibilidad de convocar a elecciones adelantadas tras un proceso de revo-catoria y que obliga a los promotores a rendir cuentas a los organismos electorales.
