This study examines the relationship between public health expenditure and the level of care in health centers in the Loreto region during the period 2011–2020. Using a quantitative, correlational approach with a longitudinal design, key health system indicators such as service coverage and access to health insurance were analyzed. The results reveal a positive relationship between budget execution and the level of care, highlighting that resource efficiency is a critical factor for improving health services. However, no statistically significant relationship was found between public spending and access to insurance, suggesting the need for more robust strategies to expand health coverage. The study also demonstrates that health insurance significantly contributes to increasing the use of health services, reinforcing the interaction between public funding and healthcare provision. These findings emphasize the importance of optimizing resource management, designing inclusive policies, and addressing the unique challenges of Loreto to bridge gaps in access and quality of healthcare services.
