Asimismo, el método empleado es hipotético deductivo; con un diseño de investigación no experimental, transversal. La población y muestra son coincidentes, con criterio estadístico y un instrumento denominado cuestionario. La validez de contenido del instrumento se obtuvo por juicio de expertos con un resultando de 95% de aplicabilidad en el caso de confiabilidad, con un resultado para Políticas de Trabajo (82%) y Tratamiento penitenciario (72%) ambas son de excelente fiabilidad del instrumento. Los resultados demuestran explicación entre las variables, concluyendo que existe relación de causalidad entre los Factores citados (políticas penitenciarias) y el tratamiento penitenciario.

Period 2013 to 2014. This study is framed within the investigations of basic type and observational explanatory level, since through the observation, description and correspondence of the variables has established the cause-effect relationship between them. Also, the method used is hypothetical deductive; With a non-experimental, cross-sectional research design. The population and sample are coincident, the statistical data that support this research come from the results obtained, with a statistical criterion and an instrument called a questionnaire. The validity of the instrument content was obtained by expert judgment with a result of 95% applicability in case of reliability the Cronbach alpha was applied, with a result for Labor Policies (82%) and Penitentiary Treatment (72%). Both are of excellent instrument reliability.
