description La presente Tesis tiene por finalidad demostrar la importancia de “El sistema de control interno y la gestión de contrataciones de bienes y servicios, sin la aplicación de la Ley n° 30225 y su reglamento, en la Municipalidad Provincial de San Román - Juliaca - Puno, año 2016”.El tema de investigación fue elegido por el suscrito debido a la experiencia que tiene en este importante sector municipal del país,las cuales evidencian problemas en cuanto al control y para la ejecución de sus procesos de contrataciones directas, que por necesidad de bienes y servicios deben ejecutarse, pero respetando y transparentando su manejo y diligencia.El estudio de investigación se planteó como objetivo general, establecer si el sistema de control interno influye en la gestión de adquisiciones de bienes y servicios sin la aplicación de la ley de contrataciones del estado y su reglamento, en la Municipalidad Provincial de San Román - Juliaca - Puno, año 2016. El mismo que en su estructura comprendió desde el Marco Teórico de la Investigación, Planteamiento del Problema, Metodología, Resultados, Interpretación y Contrastación de Hipótesis, Discusión, Conclusiones y Recomendaciones, terminando con las Fuentes de información y Anexos correspondientes.El trabajo de campo, realizado durante la duración de la investigación, determinó que la aplicación de la metodología de la investigación científica fue considerada desde el planteamiento del problema, el manejo de la información para el desarrollo dela parte teórica conceptual; así como también los objetivos, hipótesis y todos los otros aspectos vinculados al estudio; para finalmente, llevar a cabo la interpretación y contrastación de las hipótesis, para llegar a las Conclusiones y Recomendaciones.
