Sumario:The present study aimed to analyze the legal and administrative powers assigned to the Federal Government and the state governments of Mexico regarding the Recognition of Official Validity of Studies (RVOE), university degrees, and the issuance of professional licenses, as well as to examine the implications arising from the coexistence of federal and state professional licenses following the reforms implemented since October 1, 2018. Methodologically, it was a theoretical study with a qualitative approach, based on the documentary analysis technique, which made it possible to review, classify, and interpret normative, doctrinal, and administrative sources related to the official recognition of studies and professional certification mechanisms in Mexico. The results of the analysis show that the breakdown of national coordination in the issuance of professional licenses generated regulatory confusion and jurisdictional conflicts among the different levels of government. Consequently, it is concluded that a comprehensive legal reform is necessary to restore the coherence of the system and to guarantee the legal and administrative unity of professional recognition in the country.
