Así, el VRAEM se constituye en un orden socioespacial marcado por el miedo y la inseguridad, resultado de una militarización creciente y el uso constante de estados de excepción. Se sugieren alternativas para des-securitizar el VRAEM y balancear la respuesta estatal.
