Se buscará entender y analizar cuáles han sido las motivaciones que tuvieron los congresistas, actores primordiales para la aprobación de la legislación respectiva, para implementar las sucesivas reformas desde el 2003 en el Perú (cuando no existía regulación sobre financiamiento político), y si estas fueron suficientes para lograr su aprobación.
