After Colonial period had been ended, Latin America faced its main problem: the construction of political system under Independence’s ideas. No elements from this recent past might be used to built a Nation-State in European way for organizing a civil society. Most of actual Latin America political problems in several countries at the beginning of 21st century, came up from the old century ones, and this fact support a reviewing of interdisciplinary foundations from “The modern and democratic Law State” are supported. This article analyses how the concept of citizenship is addressed in 15 Peruvian cybermedia platforms and how Internet users use this term on the basis of the information published, in order to know the semantic coincidences and differences in media and public agendas. This research was carried out using a mixed method which combines the classical analysis of news’ content, computer analysis of users’ comments and interviews. Among findings validated by media journalists, the little attention paid by platforms to citizens is highlighted, as well as the divergence between the approaches of the senders and users. Some solutions to the abovementioned misunderstanding in this field of unquestionable public interest that affects both public debate and the development of citizens who are aware of their roles in society are proposed.

Last couple of years, female presence has increased in Ecuadorian political institutions. However, the visibility of women in the public media continues to be limited. In this context, we investigate how these women are represented by the digital media. We conducted a descriptive study of the socio-demographic characterization of women in published opinion in the digital newspapers El Universo and El Comercio. We identify to what extent these media take women as a reference in their publications, and what are the female profiles in this regard. Through a number of 2,203 press-releases published between 2010 and 2015, we analyze the frequency of appearance of 78 women referred as sources of news.
