The following article presents an analysis of the use of educational radio in intercultural education contexts and how, from its implementation, elements of media and information literacy are noticed, which facilitates and encourages the construction of adequate intercultural communication. The research has been carried out in Chile, specifically in rural schools in the communes of San Juan de la Costa and San Pablo, with the participation of students and teachers of basic and high school education, mostly of Mapuche huilliche origin, a native people of the south from that country. Internet está siendo testigo de la legitimación y desarrollo de un nuevo formato audiovisual, el tube, que se diferencia de otros por su fuerte interacción con el público, la participación democrática y la espontaneidad de un contenido pensado especialmente para un tipo de consumidor que llamaremos vlog-adicto. Este análisis indaga la manera como tres Youtubers o videoblogers desarrollan su narrativad, dándole interés al recurso del monólogo, para ello se abordan los siguientes casos del Perú: ?What da faq Show?, ?Andynsane? y ?Bruno Acme?, a través de los cuales revisamos tanto conceptos tradicionales como novedosas aplicaciones e influencias.

La educación de los intelectuales en el Perú entre los años 1910 y 1923, contribuyó a desarrollar un vínculo muy estrecho entre inteligencia y ética a través de la persuasión, para la acción performativa no violenta y altamente racional, en la comunidad nacional y Panamericana. Proceso marcado por una mentalidad presente en occidente orientada por el entusiasmo de alcanzar mejores estándares de vida democrática y moderna por medio de la expansión del progreso entre 1870 y 1920. The education of intellectuals in Peru between 1910 and 1923, helped develop a very close relationship between intelligence and ethics through persuasion for the nonviolent and highly rational performative action and Panamerican community. Process marked by the presence in a West mentality, oriented enthusiasm to achieve better standards of democratic and modern life through the expansion of the progress, between 1870 and 1920. Reflecting this ultimate in mass media communication, railroads, newspapers, political participation, the expansion of work and the improvement of the quality of life. The Peruvian intellectuals and politicians at the beginning of the twentieth century reinforced this situation, guided by the changes in American society and influenced so, they translated this for the Peruvian case. During the last twenty years, public policies for neighborhood improvement have been developed in the region with the purpose of urbanizing precarious settlements. However, these interventions have affected a relevant mass of inhabitants to fully develop their right to the city. This paper analyzes the information treatment of the Mapuche people in the newspaper El Mercurio during two periods. First, between 1950 and 1973 (twentieth century); and second, during the years 2010, 2013 and 2014, (21st century). To this end, a corpus of 340 journalistic texts has been selected, of which 147 correspond to the 20th century (1950-1970) and 193, to the 21st century (2010, 2013-2014). The analysis shows that most of the frames are linked to conflicts, criminal prosecutions and arson attacks; so that El Mercurio prioritizes connotations and negative events to inform about the Mapuche indigenous people.

The purpose of this paper is to provide a theoretical approach to the notion of political counter-narrative. Given the novelty of this narrative technique, its causes are first addressed: moral absolutism, affective polarization, informational chaos, uncertainty, and digital tribalism. Then, the counter-narrative is defined as a semantic structure that, regardless of temporality, seeks to destroy the symbolic capital of the adversary. Subsequently, its main features –reactivity, negativity, emotiveness, stereotyping, and permanence– are detailed, as are its functions –linking wills through opposition, drawing clear identity boundaries, being emotionally rewarding, and simplifying reality–. The concepts of disinformation and misinformation have almost as many meanings as the number of authors who have treated them. Considered from the semiotic and psychological point of view, disinformation and misinformation seem to be the result of the inadequacy of what is communicated to the reality of an object. The focus of both Political Science and Public Relations is set on disinformation / misinformation as an example of how masses and public opinion can be manipulated, while the vision of Communication Sciences and Information considers such behaviours as natural features of the media in a clearly oversaturated communications ecosystem. This paper describes the different approaches to the topic of disinformation/misinformation made in the above mentioned scientific disciplines.
