With the social outbreak in Chile in October 2019, a series of demonstrations and citizen mobilizations of different sectors of society began, which promoted various requests for social claims and demands. It is from this event that, on November 12 of that year, a presidential speech was issued, through which three major agreements were proposed to overcome the crisis that was being experienced, and one of those agreements was the agreement for a new constitution. This promise gave rise to the formation of the Constitutional Convention, the body which, after a long and arduous period of work, has recently presented a new draft constitutional text, which will be accepted or rejected by means of a plebiscite to be held in September of this year. In this context, the purpose of the interview is to analyze and evaluate the most decisive aspects of the constitutional process.

Abstract: The International Convention on the Rights of the Child establishes their right to participate in all matters affecting them. Alongside, there is the widely studied phenomenon of secondary victimization (SV)in criminal justice. This article critically analyses the existence of SV in the context of family courts. In a qualitative study, the opinions of judges (n = 10), lawyers (n = 10) and children (n = 6) regarding child participation in family cases are explored. The analysis of the data provided by the interviews of judges and lawyers was made based on ten dimensions of analysis; and, in addition, the dogmatic method was used, with the description and comparative and critical analysis of the law, which was confronted with the aspects collected in the empirical work. The data analysis of the child participants was carried out by means of a categorical analysis based on three c...

The article analyzes the complex relationship between cultural selection of curriculum and the diverse nature of the societies in which it is inserted. From a qualitative approach, we analyze the teachers’ discourses of the Metropolitan Region about their representations on the political issues and the Politics and on the importance of curriculum and its possibilities for the attention to the diversity from the formation in citizenship. Results show the lack of problematization of diversity in this area. New contemporary phenomena such as valuing diversity require greater attention in the current processes of curriculum design for democratic coexistence.

This paper critically analyzes conscientious objection in the context of the new regulation of pregnancy termination in Chile. It affirms that adequate regulation should not be blind to the hostile context in which abortion rights have been enacted and the difficulties experienced. The bioethical requirements that seek to balance the interests involved must consider the legal regulation of the interests at stake, the context in which they are implemented and, fundamentally, the effectiveness of the solutions adopted. Attention should be paid to the risks involved in the proliferation of objections that are not serious and to the political use of conscientious objection to prevent the implementation of women’s reproductive rights. In describing the process of entrenchment, strengthening and expansion of the conscientious objection in Chile, we show how this process has overprotecte...

The article analyzes the Franciscan Order of Chile in the independence period, focusing on two units: the Province of the Holy Trinity and the Chillan Mission College. First, we offer a look from historiography and then give way to the voices and actions of some religious in the independence process. The Order had to collaborate with the civil authorities in a climate of war, with either economic donations or facilitating their dependencies to the army. However, another thing is to observe its position in the face of events and the way they channeled it. For this, we have consulted historical documents of the period, emanated from the friars themselves, such as patent letters, letters, circulars, and press writings. Through critical reading and triangulation, we have been able to reach conclusions. In this sense, we can affirm that the voices ...

During the 19th century, the extraction of guano and saltpeter caused the normal difficulties for human existence in the desert region of Tarapacá to increase to levels never imagined until then, especially in relation to the use of water resources. On the one hand, the need to supply drinking water to a population that was growing rapidly and, on the other, the use of a high volume of aquifers by industrial mining processes that produce sodium nitrate, implied assuming different initiatives to satisfy these requirements.
